Not really, maybe for mass resurection it might have been harder for Shenron, for a single person never been presented as a problem. The again the rules aren't exactly consistant.

Maybe, but neither one has actively been training in that time. Sure they could take the likes of 18/17. But they haven't exactly gotten that much stronger, nordo they use their power effectively. Both never went past SSJ(without Gotenks).
This version if probably slightly weaker than u18 Piccolo(fewer people to train with, more confident of his power since he doesn't have a bunch of Saiyans way stronger, but still above the like of 18/17. He possibly faced down Dabura as some point and surrived... or maybe not. We don't know what happaned to the Babadi/ Dabura of his universe. Maybe Raichi took them out at some point.

Dabura, maybe. Earth is still arround, and Buu is still buried there. Androids may have shown up st some point. For all we know Gero was alive on earth in hiding. Vegeta's also the kind to train for the sake of training. Or maybe just his annoyance with Kakarot pushed him to widen the gap
XXI wasn't 100% sure he'd beat Goku, even with time freeze. There are limits to his power. There is Magic Ghast and Buu have that he doesn't. XXI's seemingly consumed his whole Universe, that meant nothing new would develop.

FAQ section says he's around 75ish. Saiyans don't live for longer than humans but they maintain peak physical forms far longer. Bardock is def pushing it though.

XXI is still a mystery. Despite his apparent power, he's gone out of his way to avoid fighting at every possible stage. He can easily wipe out part of Buu who entered his room, but chose to use a remote to beat 18.

Would make sense if Gast didn't get that much stronger physically between Cold and here. He's largely been focusing on researching to unfuse, and as far as he was concerned, he as the strongest in the Universe. He's not a Goku or Vegeta, he might like training but it doesn't take up his life.

U9 were one of the cooler universes that overall felt pretty underused. It'd be one thing if they had been highly used up to now. But they really haven't. Yamcha had his cool moment, but that's kind of it.
