This cell has probably absorbed dozens (or hundreds?) of androids which is why he kept his tail in perfect form. So it's all the nameks vs all the androids. Kind of a cool matched match.
Cell has always had his tail in his perfect form he just rarely showed it. Also he doesn't have Frieza's DNA here so that could also play a part.

Mt theory: XXI made Janemba on the same strength level of Gast, and since his magic won't work on him because Gast has no evil inside of him Janemba will be a tough fight. That's just based on what I've seen so far.
