Cell has always had his tail in his perfect form he just rarely showed it. Also he doesn't have Frieza's DNA here so that could also play a part.

Wow I've never been this early. Anyways, my prediction is Gast is far more powerful than this, but he's making himself seem weaker so he can catch XII off guard.

Mt theory: XXI made Janemba on the same strength level of Gast, and since his magic won't work on him because Gast has no evil inside of him Janemba will be a tough fight. That's just based on what I've seen so far.
