You seem awfully sure. I don't think it's unreasonable to consider it's Uub when:
a. DBM hasn't exactly been that consistent and has made mistakes with the story before (characters not looking the way they did in Bardock's vision, as one example). I don't think a writer forgetting how long Uub was in the dimension is so unreasonable to expect.
b. The character resembles Uub as others have pointed out.
c. I agree we can't assume Uub is able move in the stopped time, but we can't assume he's unable to either. Juna is a robot who can open magic portals. I could easily see her creating a shield of some kind to protect Uub. Magic has proven to be a hack in DBM. Why assume there isn't a magical way around the technique? For all we know, magic may be why XXI's crew isn't affected.
I think it's fine to speculate and theorize, because until we actually see who it is, we won't know.

I really don't think Pan should go SSJ2. She just unlocked SSJ a few days ago, it wouldn't make sense, and it wouldn't really help against U13 Vegeta. I do love the idea of Uub and Juna showing up though.

Yeah it makes sense, U18 Vegeta has been training with Goku who's an actual martial artist, and he had access to stuff like the Time Chamber. If U13 Vegeta really was the strongest in his universe and didn't have to deal with the likes of Broly, Buu, Cell, etc he's probably rusty and hasn't had a challenge in a long time.

If Vegeta can turn SSJ0 and attack before 18 lands a hit, should be fine. I feel like pride might keep him from wasting the form on someone like 18 though (like with Cell).

Well based on the argument U13 and U18 Vegeta had a while back, he's probably a little insecure by now. He also found out there are steonger versions of himself. It doesn't matter which universe, pretty much the tiniest crack in Vegeta's ego becomes a chasm.
As for not needing warmth and love of a family, just because he doesn't realize it doesn't mean he doesn't want it on some level. U13 Vegeta isn't a far cry from U18 Vegeta when he broke down in tears on Namek over the destruction of his planet. U18 Vegeta is at peace. That win alone outpaces anything U13 Vegeta has going for him.
Also I hardly think some small wrinkles disqualifies someone from being beautiful. Future Trunks' Bulma is stunning and she's close to the same age.

Actually this version of Cell doesn't have the androids absorbed. Like his U18 counterpart he got Android 18 beaten out of him and then his body was destroyed by Goku, which killed Android 17. His core survived and he was able to regenerate into his Perfect form because his body remembered the design.

Seems unlikely, he only knows the transformation and healing spells. He can get easy access to food, but healing wouldn't replace rest. If it did, there wouldn't be a need for a 1 hour break for "bodily rest".
Also, we've barely seen any of Juna, she'sa new character, so calling her literal minded when she's had a couple lines of dialogue the entire comic is a bit premature imo.

Just thought of something: if Uub and Anju are the same age, and Uub was 16 when he started training in this dimension, and Juna is a exact replica of Anju, that would mean if he hooks up with Juna he'll be dating someone with the ageless body of a 16 year old. I can just see Vegeta's thoughts right now. He knows Gohan could potentially surpass him, but his Saiyan lust for a challenge makes him want to see how strong he becomes first. Trunks will decide to flee or be rescued by Whis (we know he disappeared shortly after Trunks returned to the future, and he was considering helping Trunks only Beerus told him not to). Assuming Cell survives this fight, I wonder if he'll stay loyal to Gero? I think 17 and 18 had some kind of control devices implanted in them (which Gero disabled for some reason I can't remember), so I assume Gero would do the same for Cell. Then again, he might be so arrogant he would just expect his creation to obey him out of loyalty.

I know it seems like Nappa is just trying to protect Gohan, but what if something else is going on? Maybe Nappa is actually afraid of him. Think about it...he obviously mentored him in this timeline, which means he knows what Gohan's capable of, and we know Gohan has the potential to surpass Vegata and Nappa. What if Gohan is already stronger than them and was just hiding it out of loyalty to his mentor? Up until now, Gohan hasn't had a reason to betray them, he was fully indoctrinated. Unlikely, I know, but would be an interesting twist.

It's a longshot but I do have a theory. What if XXI actually sent Goku to the alternate dimension Uub is trapped in? Since there doesn't seem to be a way out of there and it would distract Goku for a while, it makes sense. That's assuming of course that XXI knows about the dimension, but he seems to be keeping track of basically everything going on, so it wouldn't surprise me. Again, I'm aware it's unlikely but would make for one hell of a plot twist.

Well I guess the Earthlings are weaker than the Saiyans after all. Krillin is one of the strongest Earthlings and he couldn't take out a crippled Nappa, and that's not even factoring in the great ape form. So assuming we don't see something like the Mafuba, Kaioken, or fusion come into play, Earth is done.

Best to keep in mind that ultimately, DBM is authored for fun. Things don't need to rigidly align to be consistent and lore perfect. Personally I feel like DBZ is far less consistent than DBM.

— XXI won't win the tournament. The flashback with Gohan holding the broken Dragon Ball implies XXI revealed his plan at one point. He'd have no reason to do that if he won, because at that point all he'd have to do is make his wish.
— Uub will return before Goku vs XXI and give Goku magic immunity. Otherwise he really doesn't stand a chance.

The Saiyans aren't too bright if they take "his thoughts" as legit. There's no reason he couldn't be selectively hiding thoughts from them even with a telepathic connection. But I would think the power boost and magic immunity will gain their trust anyway. Guessing this is a plant to take control of them later, and the black Senzu was also a disguised piece if XXI that will serve the same purpose.

Important to keep in mind that Cell probably could survive decapitation or bisection since some insects are able to survive those kinds of injuries. So if he gets beheaded or chopped up, he'll likely survive.
