C16 not being revived at the end of the cell arc is kind of a plothole, in the Majin Boo saga we see Boo blow up the earth and it is confirmed that everyone expect the people that went to the kaio realm died. Afterwards when they are brought back we see C8 (Eigther) alive giving Gokuu energy 1 Resposta/e

Hach'chan (#8) is a modified human and listed as such in the Dragon Ball Encyclopedia. That's why he has scars on his body, why he still needs to drink and sleep, and why he can give some of his ki to Gokû. In the anime (episode 39), it is clearly said by General White that #8 was created from a dead body brought back to life as an Artificial Human.
thats from the anime then? is it from the manga? because we typically ignore the anime only stuff.

but that means 8 is a dead person who was made into a machine, unlike 17 and 18 who were still alive. android 8 is a different entity than say, the human he would be based on. its like ghost raichi being repaired, who was also derived in his existence by machinery, and is a dead persons "ghost". ghost raichi was rebuilt or rather his machine orb, not the living tuffle raichi.
8 is not a living being in the conventional sense, so much as he is machine moving the corpse of a person.
that corpse was destroyed, and the person 8 was, was in fact not revived. android 8 was.
so even if we did go by the anime only material, the corpse was rebuilt, and 8's human living person was not revived to actual life. much like how raichi the ghost was rebuilt, and not the actual tuffle raichi.
Eigther does show up in the manga when Gokuu is fighting Boo, and the whole he was a human that died and RR made him a cyborg is anime filler, he was mechanical from the start
