To win in this scenario I think Goku would have to vastly outpower Vegeta (This scenario is similar to Gohan vs Cell's first kamehameha struggle in Z) kinda like a arm wrestling match but Goku's hand started almost touching the table. Then again Goku might win this, in the end its up to Salagir to decide anyway.
