If the heroes find all of the dragon balls, they can summon U1's dragon and wish everyone home EXCEPT XXI. That leaves XXI stranded in an empty universe with no way of leaving.
They can also revive everyone that died thanks to XXI's attack.

Meanwhile, Vegeta wants to kill XXI, presumably for revenge but realistically he probably recognizes the multiversal threat.

Neither plan is wrong, per se, but they both carry different risks. The risk of Videl's plan is that XXI finds a way out of this universe and enacts his plan later on. The risk of Vegeta's plan is that they are no match for XXI and in confronting him and losing, they hand over the means of escape.

We all know which way this is going to go, but both plans have pluses and minuses. No sense in drawing a line in the sand and hurting each other over it.

So, the bad guys were protected from the explosion but the heroes were not?

Who are they waiting to resurrect? Every person that Broly kills in the afterlife means their souls are being destroyed right? So it's not like they can resurrect any of the fighters the longer they wait.

Let's be honest here: if all of these guys combined do any kind of damage to Broly then it is only because the author has scaled back his power level from the Black Hole busting infinity stone that he was shown to be a year ago, having powered up who knows how many times since then.

The gross inconsistencies in this story are a natural result of death being inconsequential and unlimited power ups. It's honestly two of the main problem points for Dragon Ball in general, and this particular story just puts them both front and center.
