I guess that cell must of killed every strong fighter in his universe since he appears to be alone, and because that is probably what Cell would do.
Although im basing that on the cell we know with alternate universes I guess their could be a good version of Cell also.

I wasn’t specificaly suggesting a universe where all the villains were heroes and visa versa, but it seems to me that one event could cause a single character to behave completely different, Tein, Piccolo, Vegeta, Android 18, or Boo might have turned out differently with one diffrent event, and my guess is that some event could result in another character undergoing such a change of heart.

I like your thinking about the universe ideas and how it's silly that opposites would be one BUT, could it be possible to just include characters who were originally bad/good and make a turn of the worst/best? For example, "our" Piccolo started off as a bad guy in Dragonball and became good after Gohan had swayed his emotions and have him get a change of heart, I'd think it'd be interesting to see some similar changes with alt-universe characters. :3

this cell defeated gohan in the final beam duel, and destroyed the rest of his universe, because he held back a great deal in his battle with dabura, making the others think he was at only start of cell games level. and yeah id like to see a good cell or good frieza.

i dont think its shock by the power levels, since they are all supressed right now. more that cell knows he killed everyone and is not pleased to see them. more a personal vendetta i guess. as for universe 18, they are still wary of cell's devious plans. cell after all is the type to train, now that he knows his perfect form has no limits. as for villains turning good, vegeta went from pure evil to one of the defenders of earth. its possible that frieza accepted goku's offer of leaving namek alive. or that gohan hit cell so hard that he forgot his evilness xD. oh well. maybe next tournament.
