I believe most of bras villainy was as a ssj2, or as a majin. as a brat ssj1 she almost blew up the planet. Good thing my nephew isn't a ssj, or he'd kill me in that pillow fight we had.

In typical Kaiochin fashion he never explains what those Jakayls actually did that was villainous and Vegetto and friends seem to lack critical thinking skills sorely because they never asked. Nothing is stopping them from ruling an empire in Frieza and Cold's place and tormenting people but they didn't. As for Bra and Goten, Bra was the one that wanted to fight the Jakayls and went after them as well as Goten. Their only goal was to kill Vegetto, but we don't even know why. Maybe they fear him so much? Because they never went after Goku or Vegeta in U18 as far as we know (they may have but we can't be sure). They didn't even go to Earth and invade just to get to Vegetto. Kaiochins in DBZ are some of the most incompetent gods in fictional history (Elder Kaiochin less so because he actually has cool abilities that help others such as unlocking the Mystic state and whatnot but still).

They fucked up on the majin crisis during the Buu Saga almost as bad as Vegeta did by sheer incompetence (Vegeta was deliberately malicious towards Goku and anyone in the way of fighting him) so it's amazing that U16 depends on the gods when U18 doesn't despite U16 having Bra and Vegetto. That might just be cause it turns out that Vegetto and Bra are actually the biggest threat to the Universe, especially Vegetto. When Bra snaps and goes on a frenzy, Vegetto can stop her, but if Vegetto snaps and goes on a frenzy...well...



Who can stop him? Certainly nobody in U16 could. Bra is much more likely to snap but Bra is practically the calm compared to the storm that is Vegetto if he does. So it's ironic that Kaiochin considers these thugs to be "SUPER DANGEROUS" when they are a non-threat compared to Bra and Vegetto.
