Did you forget why Paragus brought the Saiyans to the New Planet Vegeta in the first place? That planet was about to be destroyed, only Saiyan who can live through a planetary explosion is Broly, and well Goku through IT. Though in the movie they wouldn't have died anyway, even if Paragus and Broly would have left and no ship was left behind, as Goku can just teleport out of there.
Paragus wouldn't have risked using Broly going into LSSJ, while he still is on the planet.
