I'd disagree. Never in the manga's canon was it implied that having less saiyan blood would make you weaker, in fact, it was shown otherwise.

Gohan is the one with highest potential, and he has less saiyan blood than Goku or Vegeta. Goten and Trunks were also much more stronger than their parents were at their age, despite having less saiyan blood.

If we also take Super into account, Pan, who has 1/4th saiyan blood, is showing an insanely high potential from birth.

It is definitely possible that as long as you have at least 0.1% saiyan blood, you will still enjoy all the benefits of being saiyan. It could be a catalyst of some sort, rather than the thing powering your growth.

That makes little sense though given that the person that is 1/64th Saiyan would effectively be just human, now the character might be stronger but I doubt they are going to have the potential that Saiyans have. And half-Saiyans have more potential than full-blooded ones because Saiyans tap deep into their potential through emotions and human emotions allow half-Saiyans to go even deeper than full blooded ones could. I don't think you have that level of mix and potential with 1/4th Saiyans and especially like 1/64th Saiyan (or even lower) so basically they would be stronger humans (which can only get you so far).

I know in DBM and DBGT that Pan was never depicted as being all that powerful (obviously superhuman but I doubt that a 1/4th Saiyan born would be weak). In DBS anything goes so it's hard to really make serious acknowledgement when it comes to talking about any sort of power level discussions, next thing you know Pan is stronger than Beerus and Jiren put together. I think there was a part of GT where Goku Jr (Pan's granddaughter) and Vegeta Jr being 1/16th Saiyans could go Super Saiyan (which is dumb that Pan can't but GT had a dumb explanation for that) but they weren't depicted as powerful at all neither.

Both of them are shady, shadier than Bulma and Yamcha.

Yeah, with Humans and regular Namekians I am unsure we will see any Super Saiyan level adversaries or heroes. But OG Dragon Ball didn't need that to be cool.

As for Saiyan bloodline. I think the Saiyan race is virtually gone at this point. We know that Pan is 1/4th Saiyan. In DBM, Pan can turn SSJ, in DBGT, she can't (though for some stupid reason Goku Jr can and he is suppose to be 1/16th Saiyan or something. But neither DBM nor DBGT are part of this story.

I would guess if there are any Saiyan blood left they'd be in people who are 1/64th or 1/128th Saiyan (which may as well mean they are humans and it's doubtful they could even reach Saiyan levels of potential even though 1/2 Saiyans have more potential than full-blooded Saiyans. This means there shouldn't really be any Super Saiyans at all nor Oozarus for that matter because those people with trace amounts of Saiyan blood would still be very much human with human levels of potential (at best, maybe comparable to Tien or Krillin, possibly higher but not near Goku, Vegeta or even Piccolo). This likely means we won't see any overpowered characters neither.

What is interesting is this kid has a 3rd Eye, much like Tien. I am not sure if it's genetic or if it's from somewhere unusual (I believe DB had something on that, not sure).
