Yep, Gero and the droids could go against Frieza; but they could not be very developed.... there isn't a Goku vs Vegeta figth and the level of Tien and Yamcha is low; so....

Considering what we know of his fusion. Vegetto here isn't just hungry. He's starving. Given how much food and senzus he'd eat on the daily he's been downplaying how hungry he was the entire time.
And starvation doesn't just make you weaker, it breaks down your body to make up the difference. Vegetto was dying.

Lots of reasons related around hunger, but the biggest is if he starves enough, he'll be permanently weaker, no amount of eating will top him back off. He might not have been at the point yet, but I'm certain he was very near.
Another fight or a few more hours would certainly push him past his 'safe' amount of starvation.
And starvation is a very basic, but powerful primal urge, not to mention his normal obligation of being a peacekeeper/the strongest, pride, feeling of responsibilities, the humiliation and embarrassments he's endured.
The confidence he has in his own power is one of the few things he has left, and that was literally eroding as time went by and he further starved.
