J.I.L might actually be objectively correct. U9 is just full of backstories that provide little substances back to the main story unlike other specials for example
U8 - Ch 56 & 57 (Why Ginyu is in Cold and why Frieza learned to master their Final Form)
U13 - Ch 72 & 74 (character interactions between all 4 is great writing & Goku wanting to kill all humans but still thinks about the people he's killed {last page of Ch72})
U3 - Ch 87 (why piccolo wrestles with being good. He's both a tyrant and a saviour)
U18 - Ch 78 (teases Goku and Vegeta new form)
U16 Ch 76 & 77 (Crucial to Bra's turn to the dark side)

These chapters,while specials, are so intersting because it reveals more about how a character thinks more than the main story could ever tell us before. U9 simply isn't doing that. The most interesting thing isn't how the humans beat cooler or Buu but it's How they think and why they act the way they do. If we got to see a special about how Yamacha was able to keep his humanity despite being an Android and his backstory (to get more reasons behind why he wants to save the U13 androids) That would be interesting and increase U9 fans.

I only wrote this out because me and my friends like U9 and while we don't hate these specials. We just think this is pretty lame.

Back to my original point is this chapter objectively bad? Compared to the other specials its nothing special. Its like watching OG Dragon Ball. You enjoy it for how simple it is. Not for its great story.
