I think it’s a bit strange for Vegito to say anyone would surpass him. Saying she could surpass him?..maybe. Saying so certainly that she would? I’m not sure any Saiyan would say that!

I’m pretty sure characters were FTL at least by the end of the Frieza saga. At least, assuming characters get faster linearly with higher power levels (Not counting characters like Burter or Dyspo, who presumably use more power on going fast, as far as I’m aware.).
When Puccolo destroyed the Moon, I’m fairly sure the manga didn’t give any amount of time for it to take. But it’d be out of character for Piccolo to stand around doing nothing for a significant amount of time while Gohan is a great ape, so him staying in one spot by the next panel means, I’d assume, that very little time has passed. But because it still works in this comment and it makes the maths easy, I’ll assume the attack reached the Moon in 2 minutes.

Frieza’s full power is 120,000,000. 120,000,000/408 = 294117.65, approximately. This means Frieza is that much faster than Saiyan saga Piccolo, and 294117.65% the speed of light...294.11765 times faster than light. And that was based on Piccolo’s power against Raditz, while training after defeating Raditz (So using training weights) it was apparently 329.
Though I suppose with Gotenks failing to reach Buu in a minute, either he was exhausted (didn’t look like it), Buu was moving away extremely quickly (no reason for me to think this) or speed in DBZ is just inconsistent. (Just like powerlevels. Saying speed is simply insoncistent in DBZ may not be an in depth argument, but it doesn’t need to be. It just works.)
