I thought in the dragon ball manga could only revive a person when they died not longer than within the previous year. Couldn't do it if longer.

During that episode, he encounters Roshi as a late teenager/young adult.

That encounter was before the first/oldest age of King Picollo.

As during the beginning of the first King Piccolo saga (timeline perspective; being the original King Piccolo's second coming), Master Roshi explains that his former Master (Master Mutaiyito) dies after using the Evil Containment Wave to seal King Picollo.

(Not to be confused with re-incarnated Picollo, as timeline perspective would somewhat make him the third coming)

Meaning, Roshi is several hundreds of years old.

The little guy cannot be Lord Slug in disguise at all.

Lord slug is too weakened by his old age to begin with.

Secondly all the Super Namekians (Lord Slug being the last survivor) has been banished from being able to ever return to Namek due to a wish that was previously made by the Regular Namekians.
